EDFI Ukraine launch: a €225 million guarantee programme backed by the EU to power Ukraine’s private-sector recovery

BRUSSELS, Belgium – 29 September 2026 – At the EDFI Management Company’s (EDFI MC) Corporate Day, the European Commission, European Development Finance Institutions (EDFIs) and the Government of Ukraine marked the official launch and signing of EDFI Ukraine, a new €225 million guarantee programme backed by the European Union designed to mobilise investment for Ukraine’s economic recovery, reconstruction and long-term modernization, expected to mobilise €1.3 billion of investment, accompanied by €14.5 million of technical assistance dedicated to project preparation.
Managed by EDFI MC and backed by the EU’s Ukraine Investment Framework (UIF) – the investment arm of the €50 billion EU Ukraine Facility – ‘EDFI Ukraine’ brings together the European Commission, Ukraine and EDFIs to share risks and enable greater deployment of capital in Ukraine.
Marta Kos, European Commissioner for Enlargement, European Commission stated:“Ukrainian businesses need to keep operating, keep hiring and keep rebuilding, even as Russia’s terror continues. We are helping make this possible. By sharing investment risks, we are bringing in private capital to support Ukrainian businesses today and help build a modern economy more closely integrated with the EU.”
Russia’s war of aggression has placed unprecedented pressure on Ukraine’s economy and private sector, while the country’s recovery will require substantial investment alongside public support. By helping address the risks that can constrain financing in the country, EDFI Ukraine aims to sustain economic activity and create greater scope for EDFIs to support viable businesses through the challenges of the war and into the next phase of Ukraine’s development.
Yegor Perelygin, Deputy Minister of Economy and Environment of Ukraine added: “Ukraine does not only need reconstruction – it needs investment that de-risks our economy and connects our companies to European and global value chains. EDFI Ukraine gives our private sector something essential: access to affordable, risk-shared financing at a moment when it matters most. Every euro of guarantee has the power to unlock several more in private co-investment, and that is precisely how we rebuild a resilient, competitive and future-ready Ukrainian economy.”
The programme will support debt and equity investments of participating EDFIs and their public and private co-investors, including investments in Ukrainian corporates and funds. A particular focus will be on Ukraine’s renewable energy transition and priority value chains, supporting businesses that can contribute to the country’s long-term growth and economic transformation.

The programme builds on EDFI MC’s established track record in managing EU-backed instruments and channelling EFSD+ guarantees to EDFIs, extending this partnership model to support investment in Ukraine.

About the Ukraine Investment Framework
The Ukraine Investment Framework (UIF) is part of the EU’s €50 billion Ukraine Facility (UF). It aims at mobilising public and private investments contributing to Ukraine’s recovery and reconstruction, while advancing on its EU integration. European and international financial institutions implement programmes under the UIF by using EU guarantees, and technical assistance to mobilise investment.
