EDFI Ukraine is a joint guarantee programme designed by the members of the EDFI Association and EDFI Management Company, supported by the European Union under the Ukraine Investment Framework (UIF) of the Ukraine Facility, the EU’s financial assistance programme for Ukraine.
The program aims to support European Development Finance Institutions (EDFIs) and their co-investors in addressing Ukraine’s economic recovery, reconstruction and long-term modernisation by mobilising investment — through enterprises, funds, and project finance structures — across priority areas aligned with Ukraine’s needs. The focus of the programme is on the following areas:
Renewable Energy Transition
- Generation, infrastructure, storage;
- Green hydrogen value chain;
- Transition activities;
- Biomethane production.
Value Chains
- Agriculture & agri-food;
- Industry;
- Logistics & transport;
- Digital services;
- Pharmaceuticals & healthcare;
- Reconstruction & housing;
- EU flagship projects.
The EDFI Ukraine programme offers UIF guarantee coverage to de-risk EDFIs’ equity and debt financing. This will encourage additional investments from both public and private co-investors.
Why EDFI Ukraine matters?
Russia’s war of aggression has caused severe damage to Ukraine’s economy, infrastructure and private sector, and the country’s long-term recovery will depend on mobilising substantial private investment alongside public support. EDFI Ukraine will help accelerate investment into Ukraine’s renewable energy transition and priority value chains, supporting Ukrainian businesses through the various stages of their development, thereby bridging the gap in access to financing, sustaining economic activity, and stimulating the private sector during and after the war.
The Ukraine Investment Framework is designed to mobilise public and private investment in support of Ukraine’s recovery and reconstruction, while advancing its path towards EU integration. EDFI Ukraine reflects #TeamEurope’s coordinated support to Ukraine’s economic recovery, reconstruction and long-term modernisation. More information: https://uif.eu/
