Building Bridges of Trust: A Conversation with Rodrigo Madrazo on EDFI MC’s EU Pillar Assessment
Brussels, 10 September 2025 – In a significant milestone for sustainable development finance, EDFI Management Company (EDFI MC) recently announced its achievement of EU Pillar Assessed & Accredited status. This rigorous accreditation confirms that our policies, systems, and internal controls meet the highest EU standards for managing public funding.
To delve into the profound implications of this achievement, particularly concerning the themes of trust and reliability, we sat down with Rodrigo Madrazo, CEO of EDFI Management Company. He shares his insights on what this accreditation means for us, our partners, and our mission to deliver impactful development results.
Q: Rodrigo, once again congratulations on achieving the EU Pillar Assessment accreditation. This is a rigorous process. Could you start by explaining what this accreditation signifies for us in practical terms? How does it demonstrate to the European Commission and other partners that we are fully reliable?
Rodrigo: Thank you. We are immensely proud of this achievement, almost a founding moment to our Company. In practical terms, the EU Pillar Assessment is an external validation of our entire operational framework. It’s not just a review of our financial controls, but a comprehensive audit of our governance, risk management, internal audit function, procurement processes, grant management, and financial instrument operations. For the European Commission and our partners, it provides a very clear and robust assurance: that when they entrust us with public funds, those funds are managed with the utmost integrity, transparency, and adherence to the highest international standards. It’s a stamp of reliability across our entire organization.
Q: The accreditation now enables EDFI MC to manage EU budgetary resources directly, including not only guarantees, but also blending mechanisms, and grants. How does this new level of trust and responsibility translate into tangible operational benefits for EDFI Management Company and, more importantly, for the development projects we support?
Rodrigo: This is where the practical impact truly comes to life. Previously, some of these operations required more indirect or complex arrangements resulting in higher transactional costs. With direct contracting, we gain efficiency, flexibility, and speed. It enhances our ability to innovate and respond more agile to evolving development challenges. It’s about more impact, delivered more efficiently.
Q: Your statement mentioned that this is the “best endorsement” we could receive. Can you elaborate on why a formal endorsement from the EU, rather than from a commercial or another type of entity, holds such unique weight in the development finance sector?
Rodrigo: The European Union represents one of the world’s largest and most sophisticated development actors, with a deep commitment to sustainable development and a reputation for extremely stringent financial oversight. An endorsement from the EU, specifically through the Pillar Assessment, is not just a commercial rating; it’s a recognition from a public institution with a mandate to ensure public funds are managed with the highest degree of accountability and for the public good. In the development finance sector, where trust and the responsible use of public resources are paramount, this endorsement signals an unparalleled level of confidence in our governance, our ethics, and our capacity to deliver on our mission. It tells our stakeholders, from governments to co-financiers and ultimately the beneficiaries, that we are a trustworthy steward of resources aimed at sustainable impact.
Q: Looking ahead, how does achieving this accreditation position EDFI Management Company for future growth and new initiatives? Will this enhanced level of trust allow us to tackle more complex or innovative financial instruments to deliver even greater development impact?
Rodrigo Madrazo: Absolutely. The Pillar Assessment is not an end in itself, but a catalyst for the future. It will allow us to get the most out of our network of European Development Finance Institutions and the European Commission by reinforcing alignment and revamping our strategic and creative approach to blending finance, deploying guarantees, and managing grants. Ultimately, it empowers us to deliver greater, more sustainable development impact, fulfilling our mission with an even higher degree of effectiveness and confidence.
EDFI MC’s EU Pillar Assessment is an important certification but it is also a testament to an organizational culture deeply rooted in integrity and accountability. As Rodrigo Madrazo articulates, this accreditation builds a stronger foundation of trust, enabling EDFI Management Company to accelerate its mission, forge more impactful partnerships, and deliver crucial development finance with enhanced efficiency and reliability for years to come.
